Mr. Mesa-Pabón is an attorney with over 19 years of experience admitted to practice law in Puerto Rico that has directly advised 4 governors of Puerto Rico. He obtained a Bachelor of Arts in Business Administration from the University of Florida in Gainesville, FL. He obtained his juris doctor from the Interamerican University of Puerto Rico in 2006 and subsequently passed the Puerto Rico Bar Examination. Mesa-Pabón has spent his career in the public sector with broad knowledge and expertise in all three branches of the state government, as well as the federal government. Mr. Mesa-Pabón is also admitted to practice law in the United States District Court for the District of Puerto Rico, the United States Court of Appeals for the First Circuit, and the United States Supreme Court.

Mesa-Pabón began his legal career as Judicial Law Clerk for former Puerto Rico Appellate Judge Jorge Escribano-Medina. In 2006, Mesa-Pabón joined the Puerto Rico Legislature, under now Governor Jenniffer González Colón. In the House of Representatives, Mesa-Pabón held various posts, including Chief Legal and Legislative Counsel to the Speaker of the House (2010).

His knowledge and experience in legal analysis and legislative procedure led Mesa-Pabón to serve as the Chief Advisor in Legislative Affairs to Governor Luis G. Fortuño (2010-2012), where he was the main legislative liaison between the Puerto Rico Legislature and the Governor’s Office.

In 2012, Mesa-Pabón was appointed assistant district attorney by Governor Fortuño. He served as such until 2016, when he was appointed as a Special Assistant U.S. Attorney in the U.S. Attorney’s Office in Puerto Rico. While serving as a prosecutor, Mesa-Pabón gained broad litigation experience and techniques, representing the government of the United States and Puerto Rico in complex criminal and high-profile litigation, both in state and federal court.

From 2017 to 2018, Mesa-Pabón served as Under Secretary of Public Policy to the Governor of Puerto Rico, Ricardo Rosselló-Nevares. He was appointed Secretary of Public Policy by Governor Rosselló in January 2019, a post he held under former Governor Rosselló, Governor Pedro Pierluisi and Governor Wanda Vázquez-Garced.

In this position, Mesa-Pabón was in charge of programmatic legislation and the implementation of public policy, overseeing and working closely with all the executive branch heads, the President of the Senate and the Speaker of the House, as well as all the legislators. While serving as Secretary of Public Policy, Mesa-Pabón also served as the Chief Legal Counsel to Governor Wanda Vázquez-Garced (2019), and was in charge of the supervision of the complex legal matters and judicial cases with high public interests.

Mesa-Pabón devotes his professional practice to government and legislative affairs, administrative law as well as civil and criminal litigation cases. After leaving the public sector, Mesa Pabón joined Casillas, Santiago & Torres, LLC in 2020, advising high profile clients in goverment affairs, legislative procedure, contracts, corporation, among other things.
