Luis R. Ramos Cartagena

Mr. Luis R. Ramos-Cartagena, Esq., is an Attorney at Casillas, Santiago & Torres, LLC, with fifteen years of experience in general civil and commercial litigation and counseling, including labor and employment, insurance, torts, contracts, appellate practice, among other practice areas.

Prior to joining the firm, Mr. Ramos-Cartagena conducted an independent legal practice, mainly focusing on general civil and commercial litigation and counseling, including labor and employment litigation, insurance, torts, contracts, appellate practice, among others.

Mr. Ramos-Cartagena's professional experience also includes serving as Deputy Administrator of the Puerto Rico State Insurance Fund Corporation, one of the Island's largest and most profitable public corporations with more than 3,000 employees. There he managed a diverse array of corporate affairs, which included assisting the Administrator in the establishment of corporate objectives and policies, providing counsel and support to the Board of Directors, as well as supervising all administrative and operational offices around the Island and upper management personnel. Prior to being promoted to Deputy Administrator, Mr. Ramos Cartagena also served as Director of the Corporation's Legal Division, where he managed and supervised all of the Corporation's legal matters, provided counsel and legal opinions on litigated and non-litigated cases involving the Corporation, drafted legislation and commented on proposed legislation having a direct effect on the Corporation, assisted the Administrator in the establishment and revision of the Corporation's regulations and procedures, and had direct oversight of the several subdivisions of the Legal Department, as well as outsourced counsel, islandwide. Additionally, Mr. Ramos-Cartagena was designated by the Administrator as President of the Corporation's Auction Board, in charge of all the Corporation's formal acquisitions or purchase proceedings.

Early in his career, Mr. Ramos-Cartagena served as law clerk for Judge Pierre Vivoni Del Valle of the Puerto Rico Court of Appeals. Afterwards, he worked for ten years at a small boutique firm in San Juan, Puerto Rico, specialized in complex litigation. His main practice areas included: general civil and commercial litigation, specifically torts, medical malpractice, insurance, labor and employment, contracts and appellate practice.
