René A. Comas-Pérez, Esq. is an Attorney at Casillas, Santiago & Torres, LLC, that has more than fifteen years of experience in the fields of legislation, government affairs, government law, and corporate. Mr. Comas-Pérez has been a consultant and advisor for domestic and international clients throughout the development of their business ventures in Puerto Rico, the establishment of public partnerships, and contracting and representing them in the Courts of the Commonwealth of Puerto Rico. He has also excelled in the analysis and creation of legislation as well as the strategic development and execution of lobbying programs for his clients.

Prior to joining CST Law, he was president of Fides Law firm, and Deputy Secretary for the Administration for the Department of Transportation and Public Works for the Commonwealth of Puerto Rico where he became the acting Secretary during his absence. He was the legal and legislative advisor to the Secretary on issues regarding the establishment of public policy and administration in the DOT. Mr. Comas-Pérez also served as DOT Secretary Courier on various Public Corporations' Board of Directors under DOT. He supervised and managed all administrative offices, contracts, budget, directorates under DOT, and the Professional Services Contracts assigned to the office of the Secretary and Office of the Deputy Secretary of Administration.

Mr. Comas-Pérez also served as the General Legal Counsel and Chief of Staff for the Puerto Rico Highways and Transportation Authority, where he was responsible for the supervision and management of the legal division and budget of the PRHTA and coordinated all the legal activities of the division.

Mr. Comas-Pérez acted as the Chief Legal Advisor for the President of the Senate of the Commonwealth of Puerto Rico. He was in charge of providing legal advice and representing the Senate's interests before the courts of the Commonwealth of Puerto Rico. He supervised all in-house counsel work, as well as all outsourced counsel. His duties entailed the review of contracts, legislation and the preparation of law addressing wide range of issues, from administrative to constitutional matters.
